Discontinuation of MFSA LH Portal Submissions for the CBM Investment Funds Statistical Return

The Malta Financial Services Authority (MFSA), in coordination with the Central Bank of Malta (CBM), is issuing this circular to inform collective investment schemes of changes to the submission process for the CBM Investment Funds Statistical Return.

These changes follow a joint review by both Authorities aimed at streamlining data collection, reducing duplicative reporting, and ensuring full alignment with the "report once" and "single point of entry" principles.

As part of this transition, the CBM Investment Funds Statistical Return will no longer be submitted to the MFSA through the Licence Holder Portal (LH Portal), under the project "CBM Investment Funds Statistical Return". Under the revised process, investment funds shall submit this return1 exclusively to the Central Bank of Malta via the INFOSTAT portal. The CBM will subsequently transmit the data to the MFSA through a secure direct data connection.

This approach eliminates the need for duplicate submissions and ensures that both Authorities rely on a single, harmonised data source.

These requirements will apply from the December 2025 reference data, which are to be submitted by 21 January 2026.

In this regard, collective investment schemes should note the following:

  • The final submission via the MFSA LH Portal shall be for the reference period ending 30 November 2025 for funds having a monthly reporting frequency.
  • Submissions for reporting periods ending 31 December 2025 onwards must be made solely through the CBM INFOSTAT portal.
  • The LH Portal project "CBM Investment Funds Statistical Return" will be disabled, and the MFSA will no longer accept submissions for this return via the LH Portal after the above-mentioned final reference period.
  • Revisions to returns with reference periods prior to 30 November 2025 will also not be accepted through the LH Portal but are to be submitted to the Central Bank of Malta's INFOSTAT portal.
