Amendments to CBM Directive No. 1 on the Provision and Use of Payment Services
The Central Bank of Malta has today published an updated version of the CBM Directive No. 1 on the Provision and Use of Payment Services, implementing the provisions of Titles III and IV of the revised Payment Services Directive (PSD2): Directive (EU) 2015/2366 of the European Parliament and of the Council of 25 November 2015 on payment services in the internal market, amending Directives 2002/65/EC, 2009/110/EC and 2013/36/EU and Regulation (EU) No. 1093/2010, and repealing Directive 2007/64/EC, originally published on 9 January 2018.
On 8 April 2024, the European Banking Authority (EBA) issued Guidelines on the resubmission of historical data under the EBA reporting framework (EBA/GL/2024/04). These Guidelines establish a common approach for the resubmission of historical data, applicable to all types of supervisory and resolution reporting expected from credit and financial institutions.
The Guidelines apply to all reporting frameworks developed by the EBA, including both technical standards and guidelines. The EBA Guidelines on fraud reporting, which were transposed into CBM Directive No. 1, also fall in scope of the requirements outlined in EBA/GL/2024/04. Therefore, to enhance clarity, the requirements of EBA/GL/2024/04 have been incorporated into CBM Directive No. 1 under Annex 5.
The amendments will come into force as of 17 October 2024.
