United Nations missions, which visited Malta in 1962 and 1963 to study local economic development, recommended the setting up of a Maltese central bank. This recommendation was taken up by Mr EB Bennett of the Bank of England who, in 1964, prepared draft legislation for the creation of a central bank. The International Monetary Fund also assisted in this matter and sent Dr PL Hogg to Malta in February 1967. Dr Hogg was responsible for finalising the draft legislation and for making plans for the launching of the central bank. The Central Bank of Malta Act was enacted on 11 November 1967 and five months later, on 17 April 1968, the Central Bank of Malta was formally established. Dr Hogg became its first Governor.
